Press Release on UNHCR self victimization in Goma DRCongo during its forced repatriation operations of refugees

WE ALERT THE POPULATION AGAINST THE MANIPULATION OF UNHCR IN GOMA-DRCongo AND CALL ON THE TUTSI IN KIVU TO REQUEST THE STATUS OF REFUGEES FROM THE CONGOLESE GOVERNMENT

UNHCR in Goma, DRC is wanting to herself as a victim, UNHCR which is composed of staffs who are believed to Rwandan Security Agents, UNHCR Goma whose staffs are all living in Rwanda, UNHCR who is operating in rebel controlled zones to facilitate Rwanda to repatriate refugees by force, UNHCR staffs who are facilitating Rwanda with necessary information about where refugees are hiding in North Kivu, and UNHCR which is deploying the whole logistics to facilitate forced repatriation of refugees back to Rwanda. How can this UNHCR claim to be a victim now?

After our press release made public yesterday Friday morning June 20, 2025 accusing UNHCR Goma of being a strategic ally of the AFC/M23-Rwanda in the assassinations, disappearances and deportations of refugees in North Kivu in general and Goma in particular, yesterday in the afternoon UNHCR Goma circulated a wrong message on WhatsApp showing that it is a victim and that the AFC/M23-Rwanda would threaten to seize the UNHCR Land-Cruisers to bring populations from Rwanda and plant them in North Kivu. Which is totally false.

We are not very naive to be easily deceived in this way. UNHCR in Goma made up of Rwandan Intelligence agents, all residents of Rwanda, working on behalf of Rwanda for a long time, can today call themselves victims? The UNHCR must take responsibility after the withdrawal of Rwanda, and these Congolese in the UNHCR who help should report to the Congolese population.

We ask each Congolese who knows or would be in contact with the Tutsi populations located in Minimbwe, in Displaced sites, in Masisi, and Rutshuru and those who are in Rwanda, “who came to the DRC in 1958 and 1959, 1962 and 1966, 1970 and beyond, to request refugee status from the Congolese Government”.

At the same time, the General Directorate of Migration *DGM* should quickly withdraw all travel documents granted to Tutsi Refugees because these documents are only reserved for Congolese, but also put an end to *the movements of Tutsi refugees towards their country Rwanda*, because the refugee must not go to their country of origin.

In the same way, “the CENI” should withdraw voting cards from Tutsi Refugees, “and the Congolese Government must stop employing Refugees in Congolese State institutions because this is incompatible with refugee status”

How can a refugee become Minister, or General in the Army in the DR Congo These Tutsi and other foreigners in the institutions of the Congolese State currently, have they already acquired Congolese Nationality?

We are ready to defend and protect the rights of refugees in the DRC but there is a need for order in this sector. And we are in Solidarity with the Refugees but we must respect the rules.
